Christ J Kamages AIA and his Team proposed and implemented an expanded Community Participatory Concept Design Phase for the Pasadena Police Building and Jail, which is located in the Historic Civic Center, the sacred domain of Pasadena Heritage as vigilant stewards. The Team, which was a Joint Venture with Robert A.M. Stern Architects led the design through Programming, Community Planning, Law Enforcement Planning, Design Development, Construction Documents, Construction Administration and selection and implementation of Fixtures & Furnishings. A major component of the Concept Design Phase was the verification of the building program and confirmation of the 23,000 square foot urban site's ability to accommodate the requirements of this unique building type and the manifestation of an appropriate Civic Image for the Police Department. Dedicated in 1990, the 86,000 square foot building is designed on 4 levels and includes a 70-bed, below grade jail. The building contains an Emergency Operations Center and the Dispatch E911 Center for the Police Department.

The planning and design had to balance secure and effective Headquarters and Jail while fitting within an urban context across from a historic Myron Hunt library and Brown and Bakewell City Hall in the Historic Civic center. Chief James Robenson, who gathered public support for the $15,850,000 headquarters, led the project through the community process. The Team has not only met the unique programmatic requirements of a Police Department and Jail, but also had numerous design awards through the City's Design Commission, Cultural Heritage Commission and other Boards and Commissions.
